The dance is said to originate in the Atlanta hip-hop scene, but was recently made popular by Carolina Panthers NFL quarterback Cam Newton, who used it to celebrate a touchdown.
As Sports Illustrates puts it:

It quickly took over the internet, and now it’s taking over our Dail. Is nothing sacred?
In fairness to Barrett, he did the dab in the context of the fact that politicians must learn to listen to young people and begin to ‘speak their language’.
Well, it’s a start.
